ATTORNEY JOSEPH D. FEASTER has been practicing law for over 37 years, during which time he has developed an expertise in numerous areas of the law, including corporate, employment and labor, real estate, contract, licensing and zoning, and probate. He recently served as the Interim Administrator of the Town of Stoughton, Massachusetts, with a budget of about $78 million and a population of nearly 27,000. Attorney Feaster previously served as President of the Massachusetts Community and Banking Council; Acting Director of Real Estate for the Massachusetts Turnpike Authority; Interim Administrator of the Boston Housing Authority, one of the largest public housing authorities in the country; Assistant Secretary and General Counsel in the Commonwealth’s Executive Office of Administration and Finance; Associate Counsel in Prudential Insurance Company’s Northeast Home Office; and as an attorney at the National Labor Relations Board’s Boston Regional Office. His professional affiliations are numerous, as his expertise is sought within the City of Boston and nationally. Such affiliations and service include serving as a mediator for the Suffolk County (MA) Superior Court Mediation program and as a registered lobbyist in Massachusetts. He currently serves on the Executive Council of the Massachusetts AARP, as a board member of the National Lawyers Committee for Civil Rights under Law, and as a board member of the Massachusetts Association for Mental Health, Inc. He has served as President of the Boston Branch NAACP, as Vice Chairman and board member of Neighborhood Health Plan (NHP), as Speaker of the House of the National Association of Community Health Centers (NACHC), as a board member of the Massachusetts League of Community Health Centers (MLCHC), as a board member of Dimock Community Health Center, which tenure included serving as Board Chairman, and as the Center’s Interim President. Mr. Feaster was also a member of the Commonwealth’s Workforce Investment Board; past President of Northeastern University School of Law Alumni Association; and past Chairman of the Boston Enhanced Enterprise Community Advisory Board.
Mr. Feaster has served as an adjunct professor in Northeastern University’s Master in Public Administration program, as a research associate at the William Monroe Trotter Institute at the University of Massachusetts at Boston, and as a member and Chairman of the City of Boston’s Board of Appeal. Attorney Feaster received his Juris Doctor from Northeastern University School of Law. He has also completed programs at the Massachusetts Institute of Technology’s Center for Real Estate Development and Harvard University’s John F. Kennedy School of Government. Mr. Feaster is admitted to practice before the courts in Massachusetts, the U.S. District Court of Massachusetts, the First U.S. Circuit Court of Appeal, and the U.S. Supreme Court.
Dr. NOBOA-RÍOS is an educational researcher, psychologist, and program developer working primarily in the fields of education, mental health, organizational development and community development, specializing in social science research and policy development. He has earned six degrees and several post-doctoral certificates from various universities that include Harvard University, the University of California at Berkeley, University of Michigan, University of Illinois, Southern CT State University and Oxford University. He serves as consultant and special associate to several corporations such as Danya, Intl, Links Media and the Family Leadership Institute (FLI) and is also Of Counsel to the Metropolitan Group in education, research and development (R&D). He is also the founder and president of Innovative Consultants International, Inc. (ICI, Inc.) in Washington, DC and ICI-Latin America in San Juan, PR. He has also served as board member and advisor to numerous local and national organizations, e.g., the National Puerto Rican Coalition (NPRC), the National Council of La Raza (NCLR), the Cuban American National Council (CNC), the ASPIRA Association, and the National Urban League.
Dr. Noboa-Ríos has authored more than 50 articles and publications, written two books, and edited two others. He is the co-founder and past editor of two national Latino journals, including the first national U.S. journal of contemporary Puerto Rican thought. He was also co-editor of Psychline, a Hispanic journal on Latino psychiatry. In addition, he has contributed to the state-of-the-art in education; cultural diversity; addiction; community empowerment; parent engagement; crime and violence; language and multiculturalism; education and culture; identity, race and ethnicity; segregation; HIV/AIDS; substance abuse prevention and treatment.
Dr. JOSE LEON has worked as a primary care physician, health center manager, medical advisor, diplomat, senior health information specialist and as a medical call center supervisor. As a Health Center Manager, he had direct contact with underserved communities and their needs. He has extensive experience in planning, organizing, and implementing public health programs for underserved people. These public health programs were designed to cover areas like immunization, maternal and child health, infectious diseases (HIV/AIDS, TB, and Malaria), food and nutrition, and emergency preparedness. As a diplomat, he worked for the embassy of El Salvador as a community affairs manager for the Salvadoran Community. His mission was to provide a link between the Salvadoran community and the government of El Salvador. Dr. Leon was the lead supervisor at CDC-INFO. He verbally provided advanced clinical inquiry responses to health related inquiries from consumers, educators, researchers and medical/health professionals for a variety of health communications programs including: immunization, STDs TB, HIV/AIDS, Emergency preparedness, etc. In addition, Dr. Leon supervised and trained Health information specialists at CDC-INFO and OraQuick Answer Center. CDC-INFO is a large call center that receives around 500 calls a day. Approximately 20% of these calls are from health care professionals including physicians, nurses, researchers and epidemiologists. OraQuick Answer Center provided HIV/AIDS information and referrals and helped more than 3,500 study participants who called looking for information on an in-home HIV test and HIV/AIDS.
RIC MURPHY has been involved and provided subject expertise to many of our Nation’s most important programs and initiatives. He has unique experience with executive and program management, and large-scale government contracts/ projects, in excess of $1.5 billion annually. Mr. Murphy’s client portfolio includes contracts for Federal (civilian and military), state and local governments, non-government organizations (NGO), and community-based organizations (CBO). As a former Assistant Community Superintendent for the Boston Public Schools, he has worked tirelessly in addressing issues that intrinsically link poverty, employment, education, and child development. Mr. Murphy has worked on diverse client engagements from national and homeland security assignments nationally and internationally, to supporting community based groups addressing the psychosocial and environmental challenges that impact families and communities under stress, including in part public health, homelessness and unemployment.
Mr. Murphy was appointed the State Purchasing Agent for the Commonwealth of Massachusetts and the Director of the Commonwealth’s Department of Procurement and General Services; he was appointed by Mayor David Dinkins and reappointed by Mayor Rudolph Giuliani for a total of three terms as Chairman of the New York City Procurement Policy Board; and he was appointed Director of the Department of Administrative Services for the District of Columbia. He understands the challenges and performance metrics confronted by Federal, state and local governments on a day-to-day basis, not from a theoretical point of view, but from practical applications needed to leverage models that work and to deploy teams and resources to make it happen, including business models for economic, business and community development. Mr. Murphy was a Fellow at Harvard University, Kennedy School of Government; and he has a Masters in Urban Affairs from Boston University, and a Bachelor of Science Degree from the University of Massachusetts. Mr. Murphy has served on numerous national, local and not-for-profit Boards of Directors, and on Advisory Boards to community based organizations.
MICHAEL ROSS, MSW, LCSW is a nationally recognized thought leader that specializes in identifying future trends, translating research into policy, and developing collaborative solutions to complex problems. Ross is a Licensed Clinical Social Worker and holds a Master of Social Work in Mental Health and Addiction and Graduate Certificate in Homeland Security and Emergency Management from Indiana University. For the last three years, he has taught courses for IU’s School of Social Work and supervised practicum students in both short- and long-term placements.
Ross currently serves as the Director of the Substance Abuse Division for Indiana’s Criminal Justice Institute. In his previous role with the State of Indiana, he managed evidence-based programs and led efforts related to disaster resilience, public-safety mental health, serious mental illness and co-occurring issues. In his previous position with DMHA, Ross oversaw the training, compliance and clinical direction of the Recovery Works program, which provides support services to criminal justice-involved individuals without insurance coverage. Of note is Michael’s development of a visionary conceptual framework that allowed for the adaptation of OpenBeds to mental health and addiction treatment, and his design and development of the Hoosier Hope Initiative. In addition, Michael is the creator of Meme Guard™ and the Meme Stress Immune Response Model™.
TIMOTHY STEPHENS is an international expert in public health and emergency preparedness. He has been a national public health leader and commentator for more than twenty years. He writes a weekly column advising risk managers on public health threats. Tim advises numerous healthcare and security companies and owns his own business. He serves on numerous boards, including the U.S. Health and Human Services Private Sector Critical Infrastructure Protection, and was for 10 years the Public Health Advisor to the National Sheriffs Association. He held elected office in the District of Columbia, and has managed numerous political campaigns. Originally from Cheltenham, England, he became an American by choice. Stephens has a Master’s degree in Communications from the University of North Carolina at Chapel Hill School of Journalism, and an undergraduate degree is in Film and English from the University of Warwick, England.
