Bio:
Dr. Noboa-Ríos is an educational researcher, psychologist, and program developer working primarily in the fields of education, mental health, organizational development and community development, specializing in social science research and policy development. He has earned six degrees and several post-doctoral certificates from various universities that include Harvard University, the University of California at Berkeley, University of Michigan, University of Illinois, Southern CT State University and Oxford University.
He serves as consultant and special associate to several corporations such as Danya, Intl, Links Media and the Family Leadership Institute (FLI) and is also Of Counsel to the Metropolitan Group in education, research and development (R&D). He is also the founder and president of Innovative Consultants International, Inc. (ICI, Inc.) in Washington, DC and ICI-Latin America in San Juan, PR. He has also served as board member and advisor to numerous local and national organizations, e.g., the National Puerto Rican Coalition (NPRC), the National Council of La Raza (NCLR), the Cuban American National Council (CNC), the ASPIRA Association, and the National Urban League.
Dr. Noboa-Ríos has authored more than 50 articles and publications, written two books, and edited two others. He is the co-founder and past editor of two national Latino journals, including the first national U.S. journal of contemporary Puerto Rican thought. He was also co-editor of Psychline, a Hispanic journal on Latino psychiatry. In addition, he has contributed to the state-of-the-art in education; cultural diversity; addiction; community empowerment; parent engagement; crime and violence; language and multiculturalism; education and culture; identity, race and ethnicity; segregation; HIV/AIDS; substance abuse prevention and treatment.

- Accepts international, national, state and regional invitations
- All-day and half day workshops available, also; plenary session and dinner speaker engagements.

Speaker will provide:
- Expect a speaker contract.
- Multi-dimensional PowerPoint presentations.
- New lectures developed upon request
- Provides presentations at all levels: basic, intermediate and advanced.
- Projector can be provided under certain circumstances (agreed to in advance in writing).
Host Committee will provide:
- Projector, screen, table, extension cord, microphone, and a captivating audience.
